Short answer

Foreigners can buy many types of property in Latvia, but the right route depends on citizenship, the asset, the land category, financing and compliance checks. A safe purchase combines a clear buyer brief with title, cadastral, technical and building review, a documented payment structure and registration of ownership in the Latvian Land Register.

Eligibility before commitment

Can a foreigner buy property in Latvia?

In many cases, yes. The precise answer depends on the buyer and the property.

Apartments, buildings and other real estate may be available to foreign buyers, while restrictions or additional approvals can apply to particular land categories, locations and buyer profiles. Citizenship, residence, the composition of the property and any municipal consent requirement should be checked before an offer becomes binding.

Property ownership and Latvian immigration status are separate legal questions. Buying property does not automatically grant residence rights or a residence permit.

Define the objective first

Start with the purpose of the purchase

A home, rental apartment, family base and development asset should not be compared using the same decision criteria.

01

Personal use

Permanent residence, relocation, part-time living or a family base in Latvia.

02

Income

Long-term rental, corporate letting or another operating model with realistic net returns.

03

Capital strategy

Capital preservation, future resale, redevelopment or a clearly defined holding period.

04

Daily requirements

Bedrooms, schools, parking, airport access, amenities, management involvement and total budget.

Before an offer becomes binding

Due diligence before commitment

A listing does not establish that the asset is legally, technically or financially suitable.

  • Land Register ownership, encumbrances, mortgages, prohibitions and third-party rights
  • Cadastre data, boundaries, registered buildings, floor plan and actual condition
  • Land ownership or use rights attached to an apartment
  • Building management, planned works, debts and operating costs where relevant
  • Construction legality, commissioning status and authorised use
  • Utilities, access, easements, energy performance and foreseeable capital expenditure
  • Seller authority, transaction structure and source-of-funds requirements

Financing and secure payment

Plan the financing and transaction sequence early

Non-resident financing is assessed individually by each bank. The financing route should be clarified before a property is treated as the final choice.

01

Financing

Confirm the bank's buyer, income, valuation, equity and property requirements.

02

Conditions

Align the offer, reservation or deposit conditions with financing and due diligence.

03

Documentation

Coordinate the purchase agreement, identification, compliance and signing requirements.

04

Payment and title

Structure seller payment, mortgage registration and Land Register filing as one sequence.

Frequently asked questions

What international buyers ask before committing

Do I need Latvian residency to buy property?

Not necessarily. Eligibility to acquire the specific property and eligibility for residence are separate questions. Both should be checked for the buyer and asset before commitment.

Are there restrictions on buying land?

There can be. The answer depends on citizenship, location, land category, intended use and transaction structure. A lawyer or relevant authority should confirm the position for the exact cadastral property.

Can RELIVE help me buy remotely?

Yes. Search, property comparison, video viewings and coordination can often be handled remotely. Signing, identification, bank and notarial requirements depend on the transaction and any power of attorney.

How do I know whether the asking price is reasonable?

We compare relevant completed transactions, current competition, micro-location, building and unit condition, liquidity and the likely resale market rather than relying only on listing prices.

Does buying property automatically provide a residence permit?

No. Immigration eligibility is a separate legal process and may change. Obtain current advice from the competent authority and an immigration lawyer before relying on a property purchase for residence planning.

What should be included in my total budget?

Allow for the acquisition price, due diligence, legal and notarial work, Land Register fees, financing costs, valuation, insurance, immediate repairs or furnishing and an operating reserve.
